Senegal’s Path to Smarter and Safer Urban Transport

Senegal is strengthening its infrastructure modernization strategy by introducing an Intelligent Transport System (ITS) aimed at easing congestion in urban centers, particularly in Dakar, and reducing road safety risks. Launched on November 6, this ambitious project, developed in partnership with Huawei, merges digital innovation with connectivity to optimize traffic management and ensure safer, smoother mobility across the capital.

Connected Mobility: Addressing Urbanization Challenges

With a population exceeding 4 million and growing issues of congestion, pollution, and road safety, Dakar faces significant challenges. According to CETUD, the economic cost of congestion results in annual losses of nearly 900 billion FCFA (about 1.4 billion USD), representing approximately 6% of Senegal’s GDP. In response, Senegal is embracing Internet of Things (IoT) technologies and big data to manage traffic more effectively and mitigate these losses.

The Intelligent Transport System will allow real-time traffic monitoring through a state-of-the-art control center. This system will provide precise, continuous updates to drivers via variable message signs (VMS) and will include checkpoints to detect speeding and risky behavior. Real-time video surveillance will also enable immediate detection of traffic violations, promoting better road discipline and reducing accidents.

A Major Project Supporting Digital Sovereignty

Alioune Sall, Minister for Communication, Telecommunications and Digital Media, highlighted the significance of this project in strengthening digital sovereignty and ensuring coordinated governance of digital initiatives across Senegal. Although centered on transportation, this partnership with Huawei aligns with the government’s broader “Senegal 2050” agenda, which aims to build a robust and secure digital ecosystem. The development of smart cities in Senegal relies on this inclusive and collaborative approach to addressing urban pressures while optimizing infrastructure security.

Leveraging Local and International Innovations for Transportation

Alongside the ITS rollout, Senegal is drawing on local innovations to enhance traffic management. Digital tools like the Talibi app, which offers optimized routes to drivers, and the Info Dakar Trafic platform, which uses geolocation to send real-time alerts, complement the ITS by integrating seamlessly into its system. These solutions, inspired by initiatives in other African cities such as Lagos and Nairobi, contribute to smoother traffic flow in a rapidly evolving urban environment.

This intelligent transport project reflects Senegal’s commitment to sustainability, reducing its carbon footprint and ensuring that mobility meets the population’s growing needs. The ITS will also improve coordination with emergency services, enabling rapid intervention during incidents and increasing road user safety.

By investing in digital solutions and strengthening international partnerships, Senegal is laying the groundwork for a modern, inclusive transportation model that could serve as an inspiration for other major African cities facing similar challenges.
