Benin is advancing towards a more modern and efficient customs administration through an extensive digitization process. This transformation aims to optimize customs operations, enhance transparency, and secure national revenue.
The initiative is based on Webb Customs, a fully digitized customs management system, which is gradually replacing the previous SYDONIAWorld system across the country’s customs offices.
Concrete and Promising Results
Since the project was launched in July 2022, the digitization of Benin’s customs operations has delivered significant improvements:
✅ 44 out of 49 customs offices have adopted the new system
✅ Over 30 billion CFA francs collected in revenue
✅ 700 user accounts and 90 company accounts activated
✅ 48,000 passes issued
✅ 59,000 customs declarations processed
✅ 100,000 receipts generated
The final phase of the project involves transitioning the five remaining offices, which account for the country’s largest revenue sources, including the Port of Cotonou. This transition, scheduled for mid-2025, is expected to further enhance the efficiency and performance of the national customs system.
A Fully Digitized and Interconnected Customs System
The rollout of Webb Customs marks a major milestone in modernizing customs services. This system integrates advanced technologies, including artificial intelligence (AI), and is connected to key trade platforms such as:
🔹 The National Single Window
🔹 The Port Community System
🔹 The Electronic Cargo Tracking System
This interconnectivity streamlines the customs clearance process, making it faster, more transparent, and more secure. Key benefits include:
✔ Reduced customs clearance times
✔ Stronger measures against fraud and corruption
✔ Enhanced security of customs revenues
✔ Simplified information sharing between customs and trade stakeholders
A Strategic Step for Benin’s Economic Growth
The digitization of customs is a key driver for boosting international trade efficiency and improving Benin’s competitiveness in the regional economy. By modernizing its customs infrastructure, the country aligns with international standards, facilitating trade and investment.
With the full completion of the project expected by 2025, Benin will have a fully digitized, more efficient, and more transparent customs administration, contributing to better trade flow management and sustainable economic development.
