Zambia and Angola Sign Landmark Agreement to Advance Lobito–Zambia Railway Project

In a historic moment witnessed at the Land-Linked Zambia Conference in Lusaka, the Governments of the Republic of Zambia and the Republic of Angola signed an Intergovernmental Agreement to formalise bilateral cooperation in the development of the Lobito–Zambia Railway Project.

This strategic agreement lays the foundation for collaboration in the financing, construction, and operation of the cross-border railway line and is being hailed as a transformative step for regional integration and economic development across Southern Africa.

A Strategic Rail Link Under the Lobito Corridor

The Lobito–Zambia Railway Project forms a critical component of the broader Lobito Corridor — a logistics platform of continental importance. The project will establish a continuous railway connection between Luacano in Angola and Chingola in Zambia, spanning approximately 830 kilometres.

The project not only facilitates the transport of mineral resources and agricultural goods but also supports the movement of people, reduces transport costs, and creates opportunities for industrial, social, and economic transformation.

A Commitment to Regional Cooperation and Investment Stability

Signed by Honourable Frank Tayali, Zambia’s Minister of Transport and Logistics, and Honourable Ricardo Viegas D’Abreu, Angola’s Minister of Transport, the agreement reflects both governments’ commitment to:

  • Creating stable legal and institutional frameworks for investment,
  • Strengthening regional value chains,
  • Promoting infrastructure-led integration in Southern Africa.

The ministers affirmed their intent to cooperate in good faith, ensure uninterrupted project implementation, and maintain continuous access for the circulation of goods and people.

Presidential Support and Broader Economic Vision

The signing ceremony was graced by His Excellency, President Hakainde Hichilema of Zambia, underscoring the strategic importance of the project not only to Zambia but to the African continent as a whole.

The presence of the head of state reflects the significance of the Lobito–Zambia Railway Project as a catalyst for sustainable growth, trade facilitation, and Africa’s broader agenda of economic integration.
