Chad Participates in Major Conference on Air Transport Facilitation

From April 14 to 17, 2025, Chad is taking part in the ICAO Air Transport Facilitation Conference 2025 (FALC 2025), held in Doha, jointly organized by the State of Qatar and the International Civil Aviation Organization (ICAO).

The Chadian delegation is led by Mr. Guibolo Fanga Mathieu, Minister of Commerce and Industry, who is serving as interim Minister of Transport, Civil Aviation and National Meteorology, in the absence of Minister Fatima Goukouni Weddeyé. The delegation also includes Mr. Brahim Guihini Dadi, Director General of ADAC, Mr. Mahamat Saleh Douga, Civil Aviation Advisor to the Minister, and Mr. Nassour Ali Kendy, Director of Security and Facilitation at ADAC.

The theme of the conference is “Facilitating the Future of Air Transport: Collaboration, Efficiency, Inclusivity.” The event aims to emphasize the importance of air transport facilitation in ensuring a safe, secure, and sustainable civil aviation sector, and to promote the implementation of ICAO’s Annex 9 standards, which aim to globally harmonize the processing of passengers, aircraft, and cargo.

To achieve this goal, states are committing to strengthen collaboration, coordination, and international cooperation in all relevant areas.

The conference brings together experts, policymakers, and key players in global civil aviation to address critical issues related to air transport facilitation and the future of international aviation.

The conference concluded with the Doha Declaration on the Facilitation of International Air Transport, in which all participating states committed to developing a forward-looking, strategic vision that takes into account emerging trends, technological advances, and global priorities such as the smooth movement of people and goods, inclusivity, and sustainability. States also pledged to strengthen their capacities in support of ICAO’s “No Country Left Behind” initiative.

Given its strategic geographic position, Chad was invited to participate in a high-level ministerial panel aimed at sharing experiences and reaffirming the country’s commitment to advancing air transport facilitation.

Speaking at the event, Minister Guibolo Fanga Mathieu emphasized that “Facilitating the future of air transport” means anticipating the growing needs of passengers and operators in terms of facilitation, while ensuring safety, security, fluidity, and resilience in international civil aviation.

He added that facilitation is no longer limited to border management or easing procedures but now encompasses a broader vision, integrating technological innovation, digital transformation, state-to-state cooperation, and environmental sustainability.

“For Chad,” he said, “a landlocked country striving to open up to the world, facilitation is a strategic lever for the sustainable development of civil aviation and, by extension, tourism, connectivity, regional integration, and ultimately, economic growth.”

“Fully aware of these challenges,” he added, “Chad has in recent years undertaken ambitious reforms to improve the fluidity, safety, and competitiveness of its air transport sector. The objective is clear: to provide users with services that meet international standards, while ensuring the safety and security of operations.”

“Under the leadership of Marshal Mahamat Idriss Déby Itno, President of the Republic and Head of State, we have launched a significant modernization of our airport infrastructure, including upgrades to N’Djamena’s Hassan Djamous International Airport and enhanced capacity of regional airports,” the acting Minister of Transport, Civil Aviation, and National Meteorology concluded.
