Benin: Closing of the Annual General Assembly of the Africa Transport Policy Program (SSATP)

Started on March 24 in Cotonou, Benin, the Annual General Assembly of the Africa Transport Policy Program (SSATP) concluded this Thursday, March 28, 2025. For several days, Benin’s economic capital served as a strategic hub for evaluating and reflecting on transport policies across Africa.

Nine transport ministers, accompanied by senior officials, regional and continental institutions, development partners, and transport experts from across Africa and beyond, participated in this 2025 edition. Chad was represented by a delegation led by Mr. Dihoulne Laurent, Secretary General of the Ministry of Transport, Civil Aviation, and National Meteorology.

Under the theme “Enhanced Governance for Safe, Sustainable, and Decarbonized Transport in Africa,” the Assembly gathered more than 250 participants. They had the opportunity to assess progress, exchange best practices, and define new priorities in response to the current challenges of the sector.

A Major Issue for Chad
For the Chadian delegation, this Assembly served as a crucial learning platform on key topics such as urban mobility, road safety, regional connectivity, and the sustainable management of road infrastructure. Inspired by successful experiences from other countries, Chad aims to adapt these innovative solutions to its national context to build a safer, more sustainable, and resilient transport system.

💬 “We have learned a great deal and forged connections with countries that have implemented effective solutions. With the support of SSATP and our partners, we plan to adapt these models to our context. By the next assembly, we hope to share our own progress and, in turn, inspire other nations,” said Mr. Dihoulne Laurent, head of the Chadian delegation.

Outlook and Next Steps
The 2025 General Assembly concluded with a significant milestone: the admission of Somalia as the 43rd member country of the SSATP. Additionally, Madagascar has been selected to host the next session in two years.
