SEGUCE RDC and the General Secretariat of Foreign Trade held a joint press briefing in Kinshasa to review the full digitalization of the Import-Export Number (NIE) and explain its implications for the country’s business operators.
The 100% digital NIE: reform effective since October
Since October 6, 2025, obtaining and renewing the NIE has been carried out exclusively via the GUICE platform (Integrated Single Window for Foreign Trade). This mandatory measure is governed by official note n°2638/MIN.COMEXT/SG/140/SFK/2025 issued by the General Secretariat of the Ministry of Foreign Trade.
This transition represents a major step in modernizing Congolese foreign trade, providing businesses with simplified, centralized, and secure access to all import-export procedures.
A strategic reform for competitiveness
According to SEGUCE RDC officials, the digitalization of the NIE pursues several key objectives:

Reducing costs and delays: Administrative procedures are simplified, allowing operators to save time and reduce expenses.

Enhanced transparency and traceability: Each operation is now centrally monitored, ensuring optimal control and better visibility over all commercial transactions.

Centralization and simplification: GUICE becomes the single access point for all import-export procedures, eliminating fragmented and complex processes.
A public-private partnership to modernize trade
This initiative demonstrates the synergy between the government and SEGUCE RDC, reflecting the DRC’s commitment to modernizing its business environment and making foreign trade more efficient and attractive. The digitalization of the NIE is presented as a strategic lever to improve the country’s competitiveness and strengthen its position in international markets.
Officials emphasized that this reform, by reducing administrative procedures and increasing operational security, represents a crucial step toward a more efficient and transparent foreign trade system.
