From June 2 to June 13, 2025, the Customs Center at Moroni Port hosted a significant event for the Customs Administration. Twelve customs officers received basic training on the operation of the container scanner. This initiative forms part of a broader strategic objective to modernize and optimize customs operations through the integration of modern technologies, as recommended by the Board of Customs Administration Directors. The main goal is to enhance the efficiency of customs procedures while safeguarding national security.
During the training, participants acquired a range of essential skills. Learning the fundamental principles of scanner operation and X-ray image interpretation proved to be crucial. The trainees also received instruction on radiation safety regulations, the customs tariff schedule, and rules of origin. Moreover, special emphasis was placed on professional ethics, which are indispensable in carrying out their duties. Some basic English language instruction was also included to help officers better understand international technical documentation.
The training went beyond theory. Practical sessions were held directly at the scanner unit of the Moroni Port Customs Center, allowing the officers to apply classroom knowledge in real-world scenarios. The trainers took this opportunity to demonstrate the undeniable advantages that container scanners offer in the fight against fraud and counterfeiting. By streamlining control processes, this tool also plays a vital role in enhancing national security.
In his closing remarks, Mr. Ankidy Bourhane, Special Advisor to the Director General of Customs, emphasized the scanner’s importance, stating: “The scanner is not just a tool, it is a shield to protect our economy and national security.” With these words, he reminded the officers that their training was not merely a step in their career development, but a direct contribution to safeguarding national interests.
The outcomes of this training are significant both for the individual officers and for the Customs Administration as a whole. By developing advanced competencies in container scanner operation, customs officers are now better equipped to detect and prevent fraudulent activities. This contributes to fostering a culture of vigilance and responsiveness within customs teams, ensuring proactive risk management.
Furthermore, this initiative marks a pivotal step towards innovation within customs services. By integrating modern technologies such as container scanners, the Comoros Customs Administration positions itself as a dynamic player in the international trade and security landscape. The adoption of such technologies ensures a high-performance customs service, capable of addressing contemporary sector challenges.
Training customs officers in container scanner operations represents not only a technical advancement but also a firm commitment to excellence and security. The trained officers are now key players in implementing strategic customs policies, thus reinforcing the protection of the national economy against external threats. The Customs Administration’s role in preserving economic integrity is undeniable, and this training marks a significant milestone in achieving that objective.
