Liberia: Civil Aviation Authority Unveils a 20-Year Master Plan to Transform Air Transport

The Liberia Civil Aviation Authority (LCAA) has launched its Civil Aviation Master Plan (CAMP) 2025–2045, a 20-year strategic roadmap aimed at modernizing air transport in West Africa. The initiative seeks to strengthen safety, infrastructure, and local skills, while supporting logistics in Africa and African trade through improved air connectivity.

CAMP 2025–2045: A Strategic Vision for Air Transport in Liberia

Officially presented on January 13, 2026, the Civil Aviation Master Plan 2025–2045 provides a structured framework to reposition Liberia as a credible player in African transport, particularly within the African aviation sector.

According to Hon. Julius D. Dennis, Jr., Director General of the LCAA, the Master Plan serves as a clear roadmap to align Liberia’s aviation development with international standards and global best practices in civil aviation.

Three Pillars to Modernize Aviation and Air Logistics

Safety, Infrastructure, and Local Capacity Building

The CAMP 2025–2045 is built around three strategic priorities:

  • Strengthening aviation safety, to ensure compliance with international regulations and enhance confidence among airlines and investors;

  • Modernizing airport infrastructure, essential to improving the performance of air transport in Africa and supporting passenger and cargo flows;

  • Developing human capital, through specialized training programs and international partnerships, to build sustainable local expertise.

These pillars are critical to enhancing the contribution of air transport to the African supply chain, particularly for high-value and time-sensitive cargo and African trade.

Air Connectivity and Integration into African Trade

The Master Plan places strong emphasis on air connectivity, identified as a key driver of economic development. By improving Liberia’s access to regional and international air networks, the LCAA aims to facilitate:

  • trade exchanges,

  • African import-export activities,

  • business and investor mobility,

  • deeper integration into African logistics corridors.

At a time when air transport in Africa plays an increasingly important role in moving sensitive and urgent goods, this strategy enhances Liberia’s competitiveness within West Africa.

Sustainable Aviation and African Logistics Infrastructure

The CAMP 2025–2045 also incorporates a strong focus on environmental sustainability, in line with evolving global aviation requirements. This approach seeks to balance traffic growth, the performance of African logistics infrastructure, and the reduction of environmental impact.

Sustainable aviation is thus positioned as a complementary lever to other modes of transport in Africa, supporting more efficient and resilient multimodal logistics systems.

Governance Based on Coordination and Compliance

At the launch event, Stephen Johnson, Deputy Director General of the LCAA, stressed the importance of coordinated implementation of the Master Plan. He called on all departments within the Authority to work in an integrated manner to ensure strict compliance with international aviation standards.

This governance framework is essential to strengthening Liberia’s institutional credibility and attracting the investment required to develop air transport and logistics in Africa.
