The Ministry of Living Environment and Transport, in charge of Sustainable Development, in collaboration with the National Land Transport Agency (ANaTT), officially launched the pilot phase of the International Electronic Consignment Note on Wednesday, September 24, 2025. This major reform marks a new step in the modernization and securing of road freight transport.
The ceremony, held in Cotonou, marked the entry into force of this innovation, issued via the SYGFR platform (Road Freight Management System). Funded by Enabel as part of the PASport project, this system is part of the drive to professionalize the transport sector initiated by the government since 2016.
Thanks to its strategic geographical position, Benin aspires to become a sub-regional logistics hub. SYGFR strengthens this vision by improving freight traceability, reducing fraud risks, and harmonizing practices among different stakeholders. More than 1,300 carriers are already enrolled in the system since November 2023, compared to only 406 before. The platform now enables the issuance of International Electronic Consignment Notes, which have become mandatory for cross-border shipments, in addition to registering drivers, vehicles, and issuing transport cards.
Registration is done directly online with fees set at 3,000 CFA francs per year for national transport and 1,000 CFA francs per country for international transport. A Trailer Conformity Certificate is also available at a cost of 12,000 CFA francs. The system complies with community and national standards, notably the OHADA Uniform Act and UEMOA regulations, while ensuring better monitoring of freight quotas and approved tariffs.
Representing the Minister, Mr. Joseph AHISSOU reaffirmed the government’s commitment to further secure roads by intensifying awareness campaigns and controls against overloading, speeding, and other risky behaviors.
The ceremony concluded with the symbolic presentation of the first International Electronic Consignment Notes to truck drivers ready to hit the road.
