The Ministry of Living Environment and Transport in charge of Sustainable Development, in collaboration with the National Agency for Land Transport (ANaTT), officially launched on Wednesday, September 24, 2025, the pilot phase of the International Electronic Consignment Note. This major reform marks a new milestone in the modernization and securing of road freight transport.
The ceremony, held in Cotonou, marked the entry into force of this innovation, issued through the SYGFR platform (Road Freight Management System). Financed by Enabel as part of the PASport project, this initiative is part of the government’s drive to professionalize the transport sector since 2016.
Thanks to its strategic geographical position, Benin aims to become a sub-regional logistics hub. The SYGFR strengthens this vision by improving freight traceability, reducing fraud risks, and harmonizing practices among different stakeholders. More than 1,300 transporters have already been enrolled in the system since November 2023, compared to only 406 previously. The platform now allows the issuance of International Electronic Consignment Notes, which have become mandatory for cross-border cargo, in addition to registering drivers and vehicles and issuing transport cards.
Registration is done directly online with fees set at 3,000 CFA francs per year for domestic transport and 1,000 CFA francs per country for international operations. A Certificate of Conformity for trailers is also available at a cost of 12,000 CFA francs. The system complies with both regional and national standards, notably the OHADA Uniform Act and UEMOA regulations, while ensuring better monitoring of freight quotas and approved tariffs.
Representing the Minister, Mr. Joseph AHISSOU reaffirmed the government’s commitment to further securing roads by strengthening awareness campaigns and controls against overloading, speeding, and other risky behaviors.
The ceremony concluded with the symbolic handover of the first International Electronic Consignment Notes to truck drivers ready to hit the road.
