Benin: Setto-Dassa-Zoumè road project gets underway to strengthen the Cotonou-Sahel corridor
reconstruction works on the 39.45-km Setto-Dassa-Zoumè section of RNIE 2 officially began on September 9, with the project designed to increase road capacity and improve freight connectivity between southern Benin and the country’s northern markets.
The project will upgrade the existing two-lane road to a dual carriageway, while also including the construction of a second 60-metre bridge over the Zou River and a modern toll and weighing station.
The works target a strategic section of the road network connecting the Port of Cotonou with northern Benin and regional markets in the Sahel. For freight operators, the objective is to improve traffic flow and provide more reliable road capacity along a route used for the movement of goods.
39.45 km to be upgraded to a dual carriageway
The Setto-Dassa-Zoumè project involves the full reconstruction of the existing road section and its conversion into a 2×2-lane configuration.
The additional capacity is expected to improve traffic management along an important north-south route, particularly as freight and intercity traffic continue to use the RNIE 2.
The project also includes a second 60-metre bridge over the Zou River. The additional structure is intended to improve traffic continuity and reduce potential bottlenecks around the river crossing.
A modern toll and weighing station is also planned. For road freight operators, the weighing facility will provide a mechanism for monitoring vehicle loads and supporting better management of heavy-truck traffic on the corridor.
A $291 million regional infrastructure programme
The project is part of the MCA Regional Compact, which entered into force in July 2025 between Benin and the United States through the Millennium Challenge Corporation (MCC).
The overall Compact is valued at $291 million, including $202 million in MCC funding and $89 million in Beninese counterpart funding.
The programme includes investments aimed at improving transport infrastructure and strengthening regional connectivity. The Setto-Dassa-Zoumè road forms part of this wider effort to improve the movement of people and goods across Benin and towards neighbouring markets.
A key link between Cotonou and the Sahel
The strategic importance of the project goes beyond domestic traffic. RNIE 2 is one of the main road routes connecting Benin’s southern economic centres and the Port of Cotonou with destinations in the north.
Upgrading the Setto-Dassa-Zoumè section is therefore expected to support the movement of cargo towards northern Benin and improve connections with Niger and Burkina Faso, as well as wider Sahelian markets.
For logistics companies, the conversion to a dual carriageway could improve journey-time predictability and reduce delays linked to road capacity constraints.
The project also reinforces the role of Cotonou as a maritime gateway for inland markets that depend on regional road corridors to access international trade routes.
Traffic management will be critical during construction
The immediate operational challenge will be maintaining traffic flows while construction is underway.
For carriers and freight forwarders, the management of temporary diversions, work zones, heavy-truck movements and road safety will be critical to limiting disruption along the corridor.
The authorities have also called on contractors and supervising firms to comply with the technical, environmental and social requirements of the project.
Once completed, the Setto-Dassa-Zoumè upgrade should provide additional capacity on one of Benin’s key north-south routes and strengthen the Cotonou-to-Sahel freight chain, with direct implications for road transport operators and regional cargo flows.
