Benin – Road Transport: ANaTT Unveils the Electronic Waybill via SYGFR

The National Land Transport Agency (ANaTT) is taking a new step in digitizing the sector with the introduction of the international Electronic Consignment Note, issued via the SYGFR platform. This innovation aims to enhance the traceability and security of road freight.

During a press conference held this Monday, September 15, 2025, at its headquarters in Cotonou, Mr. Auguste ADJOVI, Director of Studies, Regulation, and Control at ANaTT, outlined the key features of this system. Funded by Enabel through the PASport project, SYGFR (Road Freight Management System) aims to put an end to logistical inefficiencies, fraud, and disputes among road transport stakeholders.

The Electronic Consignment Note is obtained exclusively via SYGFR, through two methods:

  • Freight Centers with an information system: SYGFR interfaces with their tools to automate the process.

  • Centers without an electronic system that use the SYGFR platform directly.

In both cases, the registration of all stakeholders is mandatory: licensed carriers, trucks with transport cards, drivers, customs brokers, and freight-generating centers.

Obtaining the note involves several steps as follows: registration of vehicles and drivers, possession of a transport card: 3,000 CFA francs/year for domestic, 1,000 CFA francs/year/country for international, and entering information on the goods transported.

As soon as a shipment crosses a border, the international consignment note becomes mandatory. For local freight, the national version is sufficient. The SYGFR platform also allows for requesting the Trailer Conformity Certificate, subject to a 12,000 CFA franc registration fee.

With this initiative, ANaTT confirms its commitment to a modern, more transparent logistics sector that complies with regional and international standards.
